The individual was accused of not responding to a summons and was booked on an unrelated 2017 Brooklyn warrant, according to the spokeswoman.

They informed the authorities that the person had been “sleeping on the stoop, chain-smoking continuously, shouting, and generally causing discomfort to everyone.”
