AUKUS nuclear submarine agreement
AUKUS nuclear-The trilateral security agreement between Australia, the United Kingdom, and the United States is known as AUKUS.
Along with advanced cyber mechanisms, artificial intelligence and autonomy, quantum technologies, submarine capabilities, hypersonic and counter-hypersonic, electronic warfare, innovation, and information sharing are all included by the agreement.
As they have done with each other since 1958 as part of the US-UK Mutual Defence Agreement, the US and UK will exchange nuclear propulsion technology with Australia under the terms of the agreement.
The agreement marked the conclusion of a submarine deal between France and Australia. France recalled its ambassadors from Australia and the US on September 17, 2021.
Countries with nuclear submarines.
Only six nations now possess nuclear submarines: China, France, Russia, the United Kingdom, the United States, and India.
These six nations are the five permanent members of the UN Security Council.
For its partners, Aukus offers the chance to establish standards in certain non-proliferation sectors, As a “game changer” for non-proliferation safeguards, Rafael Grossi, the IAEA Director General noted that the alliance required “a special arrangement” between the Aukus partners and the IAEA:
He declared, “This is just the beginning of a long road.”, but China has voiced significant disapproval of the pact, claiming that the Aukus collaboration “constitutes serious nuclear proliferation risks” and that the alliance was enforcing its own interpretations of Article 14 to fit its interests outside the bounds of the NPT.
However, some experts advise caution when using Article 14 because they believe it creates a risky precedent that could result in nuclear materials being diverted to the production of nuclear weapons.
Challenges ahead for the IAEA
According to James Acton, co-director of the Carnegie Endowment for International Peace’s Nuclear Policy Programmed, “It is not that Australia will remove nuclear material from safeguards and build a nuclear bomb.” However, once you normalize the precedent that it’s acceptable to remove nuclear material from IAEA safeguards, you greatly increase the likelihood that other states will follow suit.
The IAEA will face further difficulties as it monitors Aukus. Since nuclear fuel for naval reactors is highly confidential and nuclear submarines at sea may be out of reach of inspectors for months at a time, the Aukus partners would be reluctant to allow inspectors access to the design or certify the precise amounts to be utilized.
